Each member state then enforces it through its own national plant protection organisation, which is the body that will actually inspect your consignment and answer your questions. Knowing the European position is necessary but not sufficient.

Beyond the regulatory frame, European buyers divide much as they do elsewhere. Protected cropping and hydroponic growers want washed material with a settled grading. Substrate and potting mix manufacturers often want natural material because their own process already includes a treatment step.
